Gta 4 Can't Change Graphics Settings. There you will need to create a new.txt file named commandline (all together). Since gta iv was made a while ago, it gets confused when it has more than 2gb of vram available to it.

As this is a an issue related to the settings within the game, i suggest you to contact the game manufacturer for assistance. And copy paste these codes into the file you made. In gta 4 if your graphic memory or your integrated graphics are low according to its specifications then gta 4 stopped you to do any change in graphics setti. The heatsink is definately dead. Your computer does not start.
